Financial aid enrollment history

Beginning with the 2013-2014 academic year, the Department of Education established new regulations to prevent fraud and abuse in Federal Student Aid programs by identifying students with unusual enrollment histories (UEH). Some students who have an unusual enrollment history have legitimate reasons for their enrollment at multiple institutions. However, once a student is identified as having an unusual enrollment history by the Department of Education, ASU Financial Aid and Scholarship Services (FASS) is required to evaluate the student’s academic transcripts and financial aid disbursements in order to determine their eligibility for federal student aid.

Students are notified of their UEH status on their Student Aid Report (SAR), which they receive from the Department of Education 2-3 days after completing the FAFSA. Below are the comments found on the SAR.

UEH Flag SAR Comment Code Description
2 359 Possible enrollment pattern problem. May have received Pell/Direct Loans at three schools over two award years.
3 360 Questionable enrollment pattern. May have received Pell/Direct Loans at three or more schools in one award year.

Students are also notified on their My ASU Financing Task List regarding actions that need to be taken.

If ASU does not have all of the student’s official academic transcripts, FASS will send the student an email and a Task will be posted on the student’s My ASU Finances page. The student must submit the Financial Aid History – Unofficial Transcripts form (available on your My ASU Financing Task List) and attach unofficial academic transcripts from the schools requested in the email sent by FASS.

  • If FASS determines that academic credit was earned each award year, at each school attended, during the last four years, while receiving a Federal Pell Grant and/or student Direct Loans, the student will be considered having satisfied this requirement.
  • If FASS determines that academic credit was not earned each award year, at each school attended, during the last four years, while receiving the Federal Pell Grant and/or student Direct Loans, the student will be required to complete and submit an Enrollment History Review with supporting documentation (available on your My ASU Financing Task List).

The Enrollment History Review allows the student to explain why they did not earn academic credit in each award year, at each school attended during the last for years. Supporting documentation of the extenuating circumstance or individual situation must be attached to the review. As part of the Enrollment History Review, the student will also need to meet with their ASU academic/faculty advisor to develop an academic plan. The academic/faculty advisor will document the plan and sign the review form.

Acceptable situations may include, but are not limited to, personal illness, a family emergency, military obligations, and academic complication such as unexpected academic challenges.

If the review is denied, the student has the option to ask for a committee review and present any additional information or documentation.

If the Enrollment History Review is denied, the student may also have their eligibility reinstated once they have completed academic credit at ASU without federal student aid. Once ASU academic credit has been earned without federal student aid, the student must contact our office in order to be evaluated for future federal student aid eligibility.

  • This requirement does not apply to scholarships, employee tuition benefits, or private student loans.
  • This requirement does not prohibit students from registering for classes.
  • The submission of a review does not guarantee federal student aid eligibility.
  • All decisions made by ASU are final and cannot be appealed to the Department of Education.
